Query the RMIS certification status of a given carrier DOT

For RMIS customers, return the certification status of a given carrier according to the business rules as configured in their RMIS instance. Returns true/false or not found if a given carrier is not part of the existing carrier network. This relies on the authentication token of the user making the request.
