Returns the distinct list of DOT numbers, in the authenticated user's network, that have had a change since the given cursor or datetime.

Opaque cursor from a previous response's cursor field. Gap-safe under concurrent writes; the primary input for routine incremental polling.

date-time

UTC datetime for backfill/resync (e.g. first-time onboarding, or recovering from a cursor that fell outside retention). Ignored if cursor is also supplied. Defaults to midnight UTC one day ago when neither cursor nor since is given.
